Downey Magallanes

Downey is Vice President of Federal Affairs at Enterprise Mobility, a $38 billion, family-owned company that is the leading provider of transportation mobility services.


Enterprise Mobility owns and operates the Enterprise Rent-A-Car, National Car Rental, and Alamo Rent A Car brands and offers carsharing, truck rental, fleet management and retail car sales. The company employs over 90,000 US employees and manages a diverse fleet of more than 2.4 million vehicles through a network of over 9,500 neighborhood and airport rental locations in more than 90 countries and territories.


Downey leads all of Enterprise’s federal legislative and regulatory advocacy efforts in Washington D.C. She also helps manage Enterprise’s Political Action Committee and external grassroots advocacy, coalition, and third-party efforts.


She previously served as Vice President and Head of Policy and Federal Government Affairs at bp America. In this role, she increased bp’s visibility and impact with key U.S. Government stakeholders through advocacy and robust participation in the U.S. policy process at both the federal and state level.


Downey is an attorney with over 10 years of U.S. Federal Government experience in both the legislative and executive branches working on energy, environment, natural resources, and transportation policy. Throughout her career, she has managed and driven several high-profile policy initiatives through the regulatory and legislative processes.


Her last government role was in senior leadership at the U.S. Department of Interior as the Deputy Chief of Staff for Policy in the Trump Administration. During this time, she served as the Secretary's chief policy advisor and oversaw Department-wide policy initiatives related to de-regulation, energy development, lands and resource management, and conservation.


She spent close to 8 years in the U.S. Senate, serving in various positions including Counsel to Senator Roy Blunt (R-MO), a member of Senate leadership and a senior appropriator. Prior to her time in the Senate, she served in the Office of Electricity Delivery and Energy Reliability at the U.S. Department of Energy in the Bush Administration.


She grew up in Northern Virginia and St. Louis, Missouri. She is a University of Arizona graduate and received her J.D. from Georgetown University Law Center. She currently resides in Alexandria, Virginia with her husband Nick and three children.
